Lou Weinkam, Jr. graduated from Catonsville High School in 1981 and moved on to Frostburg State University where he received his B.A. degree in 1985. He received his law degree from the Capital University School of Law located in Columbus, Ohio. Lou, Jr. is active in the community. Professionally, he belongs to the Baltimore County Bar Association and the District of Columbia Bar Association. He has positions as legal counsel for the following organizations: the Greater Catonsville Chamber of Commerce, the Holiday House Committee (also the founder of this organization), the Catonsville Celebrations Committee, the Catonsville Community Foundation (also the founder of this organization), and League of Dreams, Inc. He was elected as a state central committee member in 1996 and re-elected in the year 2000. He also was President for the Baltimore County Board of Library Trustees.

Lou, Jr. is active in the Catonsville Recreation Program, coaching over 100 teams during the past 30 years. Currently, he is the assistant JV Lacrosse coach at Catonsville High School.

In 1967 Lou Weinkam, Sr. opened his law practice in Baltimore City and moved to Catonsville in 1976, with the idea of offering honest and affordable legal services to the community. After graduating from Mt. Saint Joseph High School, he went on to the University of Baltimore where he received his B.S. degree. He remained at the University of Baltimore to graduate from their School of Law. Lou, Sr. is a member of the Maryland Bar Association and past president of the Baltimore County Bar Association. Not only as a legal advocate, but also as an active member of the community, he has been an active member of the Greater Catonsville Chamber of Commerce, Professional Business Builders, and past Chairperson of the Community College of Baltimore County Board of Trustees.

Lou, Sr. has been a member of the Boards for Lighthouse, Catonsville Business Association, and the Children’s Home. His additional activities include being a high school official for the Maryland Board of Football Officials and the Baltimore Board of Women’s Officials as a high school women’s lacrosse official. In 2017 he was honored as the Grand Marshall of the Catonsville 4th of July parade.
